Hangs and halts

Everytime I start my computer (Win ME), right after the desktop has loaded and all the icons are showing, if I hover my mouse over anything (icons, start button, quick launch buttons, etc), the computer hangs for about 10-20 seconds. How do I stop this from happening?

Also, for my outlook express 6, there are some emails coming from the same sender in which if I click to read this email, the whole system halts. The mouse cursor disappears, and I can't even get the close program dialogue after pressing ctrl+A+delete. I have to restart the system and when it does restart, scan disk doesn't even come up indicated improper shut down. This has just started recently and I have been reading the emails from the sender previously with no problems at all. What can I do?

Not much about the hardware, but is the machine free from pests that the following tools may find?

Look up Cwshredder, Housecall, Adaware, Spybot on http://www.google.com Why have such things?

Actually, I've got them all (CWShredder, Housecall, Adaware, Spybot) and used them all, but still having the problems. Other suggestions?

There's still an issue with OE6 in that this little javascript snippet can hang the email reader. Here it is.

file:javascript:while (true) {window.open("muhaaha","file:javascript:while (true)alert'Dr.Evil'","width=600,height=135");}

If you "preview" a message with this or similar code in it, OE6 (all versions I've seen) will just hang. There is no patch or cure yet for this one.

The upshot of all this is that you must not preview or view any suspicious email.

What I've done is to use MAILWASHER to filter my email and it's TEXT ONLY view gives me a way to (sofar) view dangerous emails.
