halo effect ?

what is halo effect ?
I have a problem where there is white text on a black back ground there is whitish all around the text, kind of like the white is bleeding through. Is this halo or what is it and how can I get rid of it ?

First, that doesn't seem to be the Halo Effect (what you're describing).

What input is causing this?
What is the resolution of the source?
What is the model number of your TV?
Does it happen on other inputs?
If so, which ones?

this happens on HDMI1 which is my cable and also on HDMI2 which is my blue ray. it is mainly prominent when the back ground is black with text, it is not as bad with other back ground colors

Incoming signal

It almost sounds like you have the incoming signal settings on a standard definition signal (480).

I might suggest going into the menu of the Blu-Ray player and changing the output resolution to 720 or 1080. The cable box may be showing white text with fuzzy lines because those signals are standard definition, and this is a common symptom with standard definition signals.

I'd definitely try the Blu-Ray player with a Blu-Ray disc after changing those settings, and if the resolution improves.
