Half of taskbar is missing?

Half of task bar is missing? My icons on bottom of taskbar are like cut in half? Have checked everything I know of and can't find
an answer. Haven't installed nothing either?

So a new user account is still busted?
And you scanned it all with Grif's list of app from http://forums.cnet.com/7726-6122_102-5509131.html?tag=posts;msg5509131

There are some very old PCs out there that have hardware issues so even a reload of the OS won't work. By everything I would guess you reloaded the OS too.
