I always try this one.
1. Unplug the AC.
2. Press and hold the power button for 60 seconds.
3. Release
4. Apply AC
5. Try again.

of course there is a power on/off button!!!!
We did see the reset buttons vanish over time.
I know you are stressed about your PC troubles but I hope this simple procedure helps. It beats taking it to the shop.

Let's hope you don't have a power on/off button (like Data on STNG) but your PC does!
It's called the GREEN WIRE PSU TEST.
It's very simple and only requires a Volt Meter. Here's an article about it.
