I've been hacked, can you help?

I have Windows 10, and is being 2 months that I know somebody stole my information. The hacker knows my bank, account, web site that I have. When I am reading or writing these things move up and down the screen. I am very afraid and no money to take it any place. Can somebody help me please?

Have you run any antimalware software to see if you have malware. What "things" move up and down the screen?
