I have a hacker on my computer if I go to another computer and logon would it be safe and not compromise that computer.

You are likely to repeat what allowed this to happen.

For now you can boot up some Live LINUX from USB and be safe. But until you understand what is going on, my answer is no.

You didn't tell enough to anyone to guess what happened.

I was having issues with my computer like sites I went to did not have my saved passwords and I had to redo them plus it would not let me into site i went to all the time and then I found out from an email from microsoft that i had suspicious activity and after a detailed search I found out where it came from and what times also the ip address where it came from but I did not get a name. I have tried many things to get rid of it but to no avail. the best thing for me to do is get another computer, but in the meantime I wanted to see if I could use another computer without this following me and corrupting someone else's life.

That is not a sign of a hacked Windows PC.

There are spam or worse emails trying to get folk to call in, part with credit card or other cash all the time.

Folks like us should never "track them down" with IP searches and such. Why is well discussed.

Saved passwords can and do expire and running a common piece of software like CCLEANER could remove all the cookies so you get to log in again. I've had folk freak out that they were hacked yet all I saw was they used CCLEANER. It takes a lot to write what happened so I won't.

If you feel Windows is too insecure, why keep it? Your use of the PC so far is web and email so Linux does that very well.
