GSM (smart)phones interchangable on all GSM networks?

I would really like to get the Audiovox SMT5600 Smartphone, but we don't have Cingular here in Northern Michigan. Can these phones only be used with the network provider they're affiliated with? We have GSM here through Cellular One -- is this possible with a reg hack? Am I asking for trouble?
