Green Lines - Possible video problem with Win 98

I have been working on a friends computer who has Windows 98 installed. When rebooting the computer or shutting it down, the monitor displays at the top of the screen an entire line of green parrellel lines. I had this problem on my old computer a few years ago but I cannot recall what I did to fix the problem. Any suggestions?

(NT) If OK during normal use, I wouldn't mind startup or shutdown anomalies like this.

If the problem begins to appear at other times, the first suspect would be the video card. Replace it and see if that solves the problem (make sure you can return the new card for a refund if it doesn't).
