Gray bars at top and bottom of screen on Samsung LN40A650

I recently moved, and now all of a sudden I get gray bars on the top and bottom of the screen on my TV for some channels. I have seen the side bars in the past but never the top and bottom bars. Why is this happening, and how do I fix it? I have the Samsung LN40A650.

It is happening specifically with my cable on only the HD channels. I have HD Time Warner Cable and my HD Samsung LN40A650 television. I made sure the aspect ratio for both my cable box and television are both set to widescreen 16:9 for HD viewing, yet all of my HD channels all of a sudden have the gray bars at the top and bottom of my screen.

I might suggest calling the cable company to see what the issue is. I'm not thinking it's the television, because those grey bars are being broadcast. If there was a picture inconsistency, it would likely revert to black. So I'm still thinking it's a cable box issue.
