Can you tell more about how you "re-downloaded vista"?

That's the good way to do it. And because the machine is like new, just as it was when you bought it, it should play the games just as well as it did it the first time. So something must be different, but we don't know what. And you didn't give any clue, alas.

All I can suggest:
1. Start all-over again. Reinstall Vista the way you did. Nothing more. Don't connect to Internet.
2. Look in Device Manager for any errors. What does it say about your graphics card?
3. Run the dxdiag-program and see what that says.
4. Install Sims from the original CD.
5. Run it and see what happens.

You have done all that? Then you can easily tell:
2. What device manager says about the graphic card.
3. What dxdiag told you about the test results of DirectX.
Why didn't you?

If even an expert with access to the machine can't find out the source of the trouble, you have a serious issue. It might be time to send the laptop in for service by a qualified tech.
