You left out detail such as make, model, age, etc. Along with that there could be PC issues like a power supply that just can't handle it any more to a rather new issue where Microsoft updates a driver and we have to deal with that.
I recently have been trying to turn on and use my computer after having neglected it for some time and quickly found myself having monitor connection issues. After trouble shooting for a while I determined that the issue was my graphics card. When I take out my graphics card and then turn on my PC it boots up - but obviously the graphics for any complex program sucks.
So here is my question: Is my graphics card completely broken or is there a way to fix it? How do I test this?
