Graphic card issue

So I have just installed a new graphics card. Everything works great except one thing - the desktop background is pixelated purple. However, I can open any program or website and it displays as it should. It is literally just the desktop background that does not. Some troubleshooting things I have already done,

-Re-installed the video card in the slot in case of connectivity issues
-Updated to latest driver
-Rolled back to older drivers
-Checked the temperature, it does not run hot.
-Checked the power, it appears to be just fine

So, has anyone experienced anything similar and offer insight to this issue?

Is this one of those Windows BASIC OSes?
