Grabbing still images from a digital video

I am trying to find the best software that will break down my videos from my digital camera or iPhone frame by frame and allow me to pull specific images and save them as still photo. Can anyone suggest to me what software works best either free or paid? I have Windows 7 that I am working with.

Picasa is an excellent free tool

Google's Picasa is a free image-editing program that allows you to capture scenes from videos. You simply hit Print Screen. I like using it to capture scenic views of international capitols for use with my lesson plans for political science and current events.
