That would show some inefficiency in either the game code or the driver. If you have a very powerful GPU then there should be some spare per cent to soak up workloads when scenes get busy.
Now if a game is underperforming you look at that but GPU % load? Nice to know but does not tell you where the issue(s) are.
Hey i just bought a RTX 2070 SUPER from MSI
I tried it in GTA5 and RDR2
So the problem is that the games are not working well, the graphic card stays at 70% or lower and cpu stays at 50% or something similair. every sync is off so v-sync is off and g-sync. GPU should be working at 100% and fps should be higher, right now are they about 60-70 and lowering graphic doesnt change anything. I have seen at youtube benchmarks with nearly the same components at GTA and they work normal there.

Monitor: Iiyama G-Master G2530HSU 75 HZ
Both games tested on SSD and HDD, still the same. At games like BF4 and CS:GO the load on GPU works at 100%
