Good question.
- Does it have a GPS receiver so it knows where it is? Please provide a link to the tech specifications of this particular model.
- What OS does it have?

The specs don't mention it, so I assume it hasn't. In fact, I've never seen laptop with GPS, and I read there are very few. So you would need to use an external (USB or Bluetooth) GPS receiver.
http://www.laptopgpsworld.com/5572-getting-gps-receiver-work-windows-8-x-10-a tells about those.

That's not really what you need, because it's unlikely the thief will continue using that external device.
But it works with common map software, because it emulates a GPS receiver built into a phone or tablet.

And then, of course, you would need to run a program (a Windows app) that continuously (or at boot or regularly) tells the world where it is, or listens to requests. Did you find that in the Windows Store? And if the thief resets Windows it's gone.
