Answer
do you already have hangout account

the error message says you do not have your google voice turned on. Do you already have an hangout account? do you already have a google voice number?
you must have all of that before you can connect.

Why do you have your landline connected? or are do you mean you are using your landline phone? as far as I can tell you cannot use gvmate to connect to your landline. You must use google voice and have an account first.
