Good DV Handheld, Shoot 24 FPS, 80's Film Look

ok, so i love old school horror, bad vhs quality and all. Evil Dead, The Nest, Basket Case, C.H.U.D., Leviathan, The Thing (original), House (1986), etc. but i love the ease of digital, all the editing tweaks and stuff. so i've been reading and it seems to recreate this look i'll need Nattress for editing the film afterwards. and to be able to shoot the video in 24 FPS. i'll need aperture control to keep the aperture as open as i can at all times. and shutter controls to keep the speed as low as possible, usually 1/60th sec. also it seems i might need a camera that can use filters like Neutral Density, Circular polarizing, and
UV filters.
with all this said, i know absolutely nothing about cameras or filming. i just want to have some fun in my spare time making bad horror films. i'd like this camera to be a handheld, easy to use, and cheap. any ideas on what cameras i should be looking at purchasing?
