I am web developer and have bought a number of books on css in the last few years.
I have read books from zeldman and meyer, but there is only one author for me to recommend and that is Dan Cederholm. Well written, easy to understand and great code. He has two books, one very recent:
Bulletproof web design
and the earlier
Web Standards Solutions

I'm looking to get back into web development after a number of years out, and need to brush up on my CSS.
My ideal book would be something of an accelerated tutorial with a good reference section. Also, ideally something that covers at least CSS2, CSS2.1 being better.
I'm leaning towards O'Reilly's "CSS The Definitive Guide" right now, along with the "CSS Cookbook" and "CSS Pocket Reference" to supplement things, but am very open to other suggestions.
