What do you mean by "it brings up a place with a blank address that I can fill in and send"?

As you are running XP and IE, then I can't see why you don't already have an icon in the task bar, probably another in the drop down list (click start) and at least an entry in "all programs"?
If you still want another short-cut to open IE - which is all I can think you mean - then go to "all programs" and right click on "internet explorer", then hover on "send to" and then left click on "desktop" (you can create a short-cut to anything this way) and you will find an icon on your desktop.
While in Internet Explorer:
Left click on the "Tools" menu.
Then left click on "Internet Options".
Then select (left click on) the General tab if it is not already in front.
In the General tab left click on the button that says "Use Blank".
Then left click on "Apply".
Then left click on "OK".
The next time you open Internet Explorer the Address bar should say "About Blank" and no Start page should load. It may be necessary to re-start the computer to make the change occur.
Should this not work out as you expect be sure to post back so some one can help out.
If your Anti-Virus program ever detects a virus called "About: Blank" Quarantine and delete it as it is a virus (just one good reason to run regular virus scans).
I use the "About Blank" my self so I don't have to wait for a Start Page to load. This helps me surf to where I am going much faster.
