Without seeing an example photo, I am going to be guessing here.
Glossy finish is usually associated with a printed photo.
But seeing your ISO 400 setting, makes me think that you have a photo with quite a bit of noise. Which will usually give it a dull look.

For the best quality, the ISO should be set at the minimum (ISO 64 on that camera).

I am using a Minolta Dimage S414 digital camera with the following settings:
Image Size: 640 x 480
Image Type: jpeg
Quality: fine
Sensitivity: ISO 400
Photo Editor: Adobe Photoshop Elements 3.0
These pic's are for website use. How can I give the photos a glossy finish effect?
