Getting error messages

Dell Inspirion 1545, Windows 7
I have a new laptop, just a week and am getting 2 error messages and I have no idea what to do. Also when I also have a blank white square like a blank document so to speak that stays on the desktop when the first message appears and it does not go away. This is what the error messages say:

1. Error in loading dll

2. Failed on loading skin name "dellprodreg_skin". The file shell.css is required in your "sscommon/skins/dellprodreg_skin/css" directory. To fix this problem please check the skin file in your configuration file reinstall the application.

why are you here instead of Dell's support? That's what warranty is for. All we can do is guess, especially since we don't know what is installed. Dell will have answers, not guesses.

Error loading .dll means a support file or possibly a program is either missing or corrupt.

Call Dell or do a system restore. Failing that, do a complete system reinstall. Or call Dell.
