getting a new monitor

so being a student I'm really tight on budget and I need to upgrade from my ancient 720p 18.5" acer monitor to a nice 1080p display. I was scrolling the local classifieds website here and came across two monitors being sold for $60

https://www.newegg.com/Product/Product.aspx?Item=N82E16824001314 (this one is also for $60 but its slightly used not new...comes with the box and accessories etc)

https://www.newegg.com/Product/Product.aspx?Item=N82E16824116446 (also used but this one is for $40)

which one should I choose ? I know some of you are gonna say if you throw in few more bucks you can get a LED, IPS etc etc but I can't manage it atm so.

P.S: the pricing is going to differ because I'm from Pakistan
