General question about web pages on Pocket PC

My, new to me, Jornada 720 really does well for its age when connected to the internet via dial-up modem and WiFi.
My question is, why do some web pages like Google and my Earthlink home page fit the 640 by 240 screen but other don't? These two require some vertical scrolling, of course, but little or no sideways scrolling. Do they sense in some way that I am connecting with a Pocket PC?

Cnet won't load at all.

Other pages load fine but require a lot of scrolling in both directions and the location of objects on the page appear to be arranged somewhat differently than when viewed on my desktop.

Better web sites detect the PDA or screen size and ...

Provide you with a better fit. However the web pages via PDA is a new area so it will take time for them to catch up with you.
