Gateway 600YGR and Toshiba SR-C8102

Hey all,
I have a Gateway 600YGR with a Toshiba SR-C8102, it's running XP. I need to reimage it, but can't get it to boot to the CD Rom. It's a rewritable, I did reset the BIOS, saved it and the change shows up after a restart, but it will not boot to the CD. I did switch out the CD Rom with one I know that works. Both CD Roms will recognize and play the cd, it's a state approved boot cd, but the machine will simply not boot to the CD.
As I just noted this laptop belongs to the state, so I can't buy parts or call a tech (I work for her and she's had trouble with it too)
Is there anything else I can try?

Have You Tried OTHER Bootdiscs

It may simply be a bad CD.. No way to know for sure till you try a different bootdisc. For example, Have you got a Window XP installation disc in the house?

Turned out I had the boot order wrong in the BIOS, felt pretty silly after I saw that! Thanks!

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
