A look at the Video Card's power requirement started 500 Watt minimum and your PC's maker barely exceeded that.
I'd make this a warranty issue and get it repaired.

Hi, I have a problem. As of 7 February 2013 have a computer bought for 2513 zl . Specifications below. The problem lies in the fact that from the 1.5 months I have a problem. When I play FIFE 14 game stutters to me and the painting as a kind of " flickering" . This is very disturbing because it had not been such a problem! FIFE 14 have since its release , and there was no stuttering , and finally from 1.5 months it started .

Your computer has two tests , each properly demanded even replacement graphics card (I guarantee) but sent it to me with the answer that everything is okay . So I hope for some help from you .
