Game performance issues with rig upgrade!?

I recently upgrade from a laptop, for playing TES5: Skyrim, to a desktop.
Here are the general specs:
Processor AMD A6-4400M APU 2.70GHz
Memory 4.00GB (4096MB) RAM
Motherboard Toshiba Satellite C855D ((?))
Graphics Card: AMD Radeon HD 7520G
Soundcard Integrated: Realtek HD Audio

Processor AMD Phenom II X4 965 3.4GHz
Memory 4.00 GB RAM
Motherboard ASRock 970M Pro3
Graphics Card AMD Radeon HD 5450
Soundcard Realtek High Def Audio/AMD High Def Audio Device

I have actually had to LOWER settings just to get it running at 8fps on the desktop and the game's auto detect setting put everything on and running at Very High setting. I'm really at a loss. According to System Requirements Lab, I exceed everything, however, I'm running Windows 10. BUT!! I was running Win10 on the laptop as well! So, what the crap?

When I let AMD's optimizer "optimize," the game, it knocked all the setting WAY down so that Skyrim looked like freaking Quest For Glory or some such 90's PC game, all pixilated and it changed the aspect ratio so everything was squished vertically and stretch horizontally. (But it ran smoothly with no weird delays, hang-ups, lag or sound issues. In fact, the sound was cleaner, no "noise," or interference. What gives?

I've also tried Razer Game Booster to no avail. All that does is tell me how many FPS I'm getting and it's been so bad, I guessed it was under 10. I was right. 8fps. I really don't think this is a Game Booster sort of issue though. And my tech friends are basically as stumped as I am.

This is driving me bonkers. This computer was supposed to be an upgrade from the laptop with its integrated video card and limited capabilities but I was running Skyrim on High (yes, on the laptop) with around 102 mods, including major mesh, texture and game-play overhauls, and it was getting 15-30 fps, maybe 23-25 average, even when surrounded by a horde of drauger. So, what is going on?!

Does anyone out there have any idea what the issue could be? Thanks in advance!

I've tweaked the fresh mod set-up 4 times. Uninstalled and reinstalled pretty much every damn driver on this machine.

Your first problem is when you went to that 5450 you cut your video power in half.

Ok, sure. Sort of figured that might have had something to do with it, but it's still supposedly double the minimum requirement.
