Fuel problems on 98Ranger

Working on my dad's 98 Ranger. It starts fine but when I give it some gas it revs up for about a second then either dies back down to an idle of just dies out. I can pump the gas and it will rev back up for about a second and die back down. Fuel pump and filter are good. Also the pump relay is good. Has anyone got any suggestions? I'm no good with efi.
