Front Page 2003, Layout Tables and Cells are inactive grayed

Dear members,
I am trying to build a front page, so far doing well except for Layout Tables and Cells. On the menu bar I choose Table then Layout Tables and Cells, then cell formatting all the choices or options are inactive, greyed out, and ofcourse they do not respond, how can I reactivate them.

As for Insert layout Table or Insert Layout Cell they are active and respond as they should.

The link you provided helped and solved my inquiry, actually I got mixed up and could not differentiate brtween tables and cells.
