"He said he hadn't decided if he would sue the girls or the city, but indicated he didn't hold a grudge against the girls. "

As unfair as it was, with three children making statements and identifying him, I don't see where the police could have justified not arresting him and the prosecutor could have done anything but pressed charges. If he wants to hold a grudge, I don't see why he'd blamed the city rather than the girls.

Of course, maybe there is something I don't know. Police and prosecuters aren't particularly know for being overly protective of homeless peoples rights. But if there is fault, based on the article linked, I'd not blame the city.

Of course, the current outrage over so much (real) child abuse and assault makes it easy for anyone that does dare make false accusations. So hard to do enough to protect the truely innocent and still guard against mistakes.

My read of this is that the police pursued the investigation in what could easily be called a criminally negligent manner. The prime mistake being performing the suspect lineup in front of all three girls at the same time.

It would save the city alot if they made a settlement offer to the guy right away and didn't wait around for a lawyer waiting to make a name for himself to get on the case.

The parents should be talking to their insurance guys, too.
