Frequent internet outages

Internet goes out for 30 seconds at a time, separated by a few minutes, lasts an hour, so over 10 outages in an hour. The internet connection is then fine for 2-3 days before doing the same thing again.

Occurs on both ethernet and wifi for all devices connected anywhere.
Can be fixed instantly by disabling/enabling my network adapter.
Windows troubleshooter shows something along the lines of "could not resolve default gateway host" and then fixes it instantly by resetting the adapter.
