Free Website hosting with Microsoft Frontpage

Are there any hosters who will give you a free domain name(with theirs after it)and frontpage uploads so I can make a personal website.

I have some HTML knowledge but can build a website with Frontpage easier - or are there alternatives for building?

Build with FP, upload with FTP.

Just because you use FP does not mean the web host must support FP's upload method. You could upload via FTP or another method.

Very true that you can design with FP and upload with FTP. The FTP approach is simple and trouble free.

It does mean though that you can't use some of the bells and whistles that FP offers. The one that I value most is the ability to include a standard menu on every page on your site. The huge benefit is that you only need to maintain one menu file and it is automatically taken care of throughout the site.

The site that I maintain (www.legalkits.com.au) "includes" such standard files for two things:
1. the menu on the left
2. the address bar at the bottom.
