On both Apple and Android I have never used an app to do this. I can use any MP3 I want so that means no app is required.

Why would I use an app for this when both allow me to make my own ringtones now.

Do try Zedge

Zedge is a multipurpose app for your smartphone and works more than just serving the ringtones, notifications, alarms, and more

If you own an Android device, things are simple. You can download ringtones to your Android phone directly, since it supports MP3 files as ringtones. You can even create your own custom ringtones for Android if you want.

In my opinion, you can download ringtones directly to your phone instead of consuming memory to install the application.

You can access zedge and Ring320kbs to search for free ringtones for your phone instead of downloading the application.
