If you're talking about televisions, not really. 120Hz or 60Hz translates into how many frames are being show on the television. In the case of a 60Hz input, the frame will be shown twice a 120Hz panel.
If you're talking about computers, specifically gaming, then there is a difference. If you're outputting a higher resolution, you may reduce processor/card-memory lag by reducing the FPS settings to maintain smooth game or video play.

Just a simple question. Does Resolution( 720p vs 1080p) effect frames per second?
