Formatting CDR error

I have a dell optiplex 655, and roxio easy cd creator 6. I am trying to format my cd, and get this error after I hit "format cd":

"Format operation on drive E:/ failed: There was a communication error while sending a command to the drive. "

Does anyone know what the problem might be? i tried messing with the speeds, and nothing.

Is It A CD-R or A CD-RW

If it's CD-R disc and you've already formatted it once or filled it up with data, then you can't format it again.. Generally, it's not best practice to format CD-R discs, but it is possible.. Still, since they are only "write once" discs, an error will normally be thrown if you try to format it a second time, especially if you've writtent data to it... On the other hand, you can format CD-RW discs multiple times.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
