foreign languages feature in Windows 7 Home Premium?

I have a Dell XPS desktop running Windows Vista Home Premium (x64) Service Pack 1. Dell sent me a Windows 7 Home Premium to upgrade. Since W7 have several versions, does Home Premium include foreign languages feature like XP and Vista does? I need to be able to read and type both in Chinese and Spanish besides English. I can do this using XP and VIsta. They both have Auto Character Encoding feature and can type with different languages of my choose. Does W7 Home Premium have the same feature or English only? Thanks.
