Foreign language support for Windows XP

I remember on older versions of windows you could add another language like Spanish or something, and you could switch your keyboard layout to that language, or even set it as default so your keyboard would act just like one from Spain on one of their computers. I think this was done in the control panel under keyboard somewhere in the past. When I looked for it I couldn't find it in Windows XP. Can you still do this kind of thing? And if so........how?

Thank you so much for that quick response. I kinda feel stupid after reading that tutorial, just a few small changes in the layout of the control panel and I can't figure it out.....LOL
