Force 4x6 onto 8x10 with letterboxing

I'm looking for a solution to print 4x6 ratio picture onto an 8X10 standard photo.

I'm running Windows 7 (64-bit) and also have an XP computer. Windows Live Photo Gallery and many online photo services allow me to crop an 8x10 box out of a 4x6 image, but I want the entire (uncropped) 4x6 image to fit onto an 8x10 print. The image will fill the 8x10 from left to right, but there will be letterboxing above and below the image.
