Your post was pulled because Parsons Address Book is a copyrighted program, and as such cannot be freely distributed. However, I do have some suggestions:
1.) Why not search the installation CD for the file you require, or use it to reinstall the program? (NOTE: I believe you meant PTSAABDB.DLL, not PTSAADBD.DLL.)
2.) If you've lost your CD, someone is currently selling their copy on Ebay. (Click here...current bid is $0.99 plus $2.25 shipping.)
3.) I've heard that some have had success opening the Parsons databases using Handy Address Book, which has a free 60-day trial.
