Folder Options when looking for a file in a specific program

I want to set the folder options when looking for a file. example:
When in photoshop or in any other program when i click open the folder is organized by file name but in reverse alphabetical order.

I want it to be organized like every other folder on my system. Detail list, by name, alphabetical order.

I already tried opening and setting up a folder how i wanted. Then I went to folder optioons and choose apply to all folders.
didn't work

I also changed the settings while in the open menu thinking it would remember the changes. But everytime I click file open it showed up the same by file name but in reverse alphabetical order.

Thanks for any help this is driving me crazy.

JuicyMoo, By default Windows only remembers the last 400 folder settings. Go to the link below and on line 2 (left column) click on "Increase Folder View Size Limit to 8000" to download a reg file. Save the REG File to your hard disk. Double click it and answer yes to the import prompt. After the import is successful restart your computer.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
