First thing that comes to mind

is flying suicide bombers. We know the Japanese used them as well as having deployed human torpedoes.

terrorism tactic also crossed my mind

Amazing how simple it might be, but then I remembered it would have to be in lower altitude, under 15,000 without oxygen support, maybe up to 20,000 with it, but then jets would probably need some extra oxy too. SAM's are so much easier at those altitudes.
