Flashing screan Samsung

He members, we need some help.
Our Samsung tv LE32C450 is flashing. Only the 2 inches from beneath is perfect. I read on youtube that it can be solved by cutting an jumper ( jp852) or replace some resistors. But i have other jumpers and the resistors seems not damaged. Does somebody know which jumper i have to cut? Or another solution please? Thanx

Maybe the service manual for your TV is a better source of information than youtube?

Thanx for your answer. I cannot find a manual how to solve my problem. I called Samsung and they will not help me further. They are not allowed to help with this. so i need some help from a expert.
