It's totally irrelevant if the camcorder stores the recorded movie on a hard disk or on a SD-card or on whatever medium. That's forgotten when you copied it to your PC.
Then about the DVD. Any file can be burned to a DVD. Even a text file or Word document. But not all files can be played in a regular DVD-player. In fact, such a player is very picky about what it plays (although some modern ones will be happy to play an mp3-music track, without image, of course).
So the right questions are:
- what video format does the camcorder produce
- what do you want to do with the DVD
- can you find a program to convert the output file of the camcorder to the format necessary for your purpose
