Fix Volume Level

How can I fix the volume level in Windows Xp?
Something like this... Max volume level should be 50% of the original volume...
Any ideas...????

- The lovely Windows welcome tune at logon?
- When viewing online TV in your browser (which)?
- When listening to streaming radio in your browser?
- When ripping a CD (with what program)?
- When playing a mp3 with iTunes?
- When recording yourself singing (using a microphone)?
