Firewall stopping periodically on or offline

Why do I get a warning everyonce in a while because my Windows XP firewall seems to stop for a couple of seconds whether I'm online or not? Does anyone else get this? It usually fixes itself before I can double click on the icon. I've reformatted the computer and still get the same thing? Any thoughts out there?

I had this one fellow that thought the firewall only worked when they could see it in the tray.

That's funny. I understand that the firewall is working when not in the icon tray. Which actually brings up another point. The Windows Security Center icon actually shows up in the bottom right area of the screen when the firewall is off. I have it 'On' with 'No Exceptions' normally and it seems to suddenly turn itself off. Does that help?

There are odd areas where this can happen.
