File resuming 0.4k/sec on Windows XP

Dear friends,
I'm having a terrible problem that I'd be most grateful for any fix to.

The problem is I just got this Windows Vista 32 bit system and my internet speed is very fast normally 250K/sec but when I try to use ANY file resumer software it goes at 0.1K/sec to 0.7K/sec. You might just say, don't use them, but I tend to lose some speed and have failed downloads with very large files that I need to download so I would really, most sincerely, appreciate any assistance with this issue.

When other systems are brought here they run perfectly, Windows XP and Windows Vista 64 bit. When I take my system to an internet cafe it runs perfectly, but not at my ISP provider's office. They tell me that it might be a problem in Windows Vista 32 bit talking to PPPoA as they are when the cafe was PPPoE of another provider.

Your advice is gold and I welcome it.
