File Parade Won't Uninstall

I've tried a dozen times to uninstall this one and it freezes my Windows Explore uninstall feature every time.

Any advice or recommendations on Malware Cleaners would be greatly appreciated. I'm plagued with Chrome popups

After I do that I reset Firefox and Chrome and IE and such. Here's the handy links I keep for that.

In case you ask why I reset the browsers, it's because the tools don't do that and a home page may take you to some malicious site.
