File formating and export to ftp

Can anyone help me. I looking for a software for windows that can manipulate csv,xml,txt,xls, xlsx. that also allows you to add columns and data to fields.

Exp. 2239HDKJGD-344 $40.00 12

TO: 50A2239HDKJGD-344 40.00 12 12/23/14

Then save to csv or txt and export via ftp.

This looks like a job for Excel Pipe and your FTP app.

http://www.datamystic.com/excelpipe.html would do the Excel (csv, xml, etc) work and as for FTP, there are so many FTP apps that take command lines that I'll not add one here.

So there it is. Now it's up to you to write the script.
