Be sure to read priors on this as the cause so far looks to be what we add to Windows (good or bad.)
In File Explorer, I have Properties for photos folders set to optimize for pictures. But when I open a photos folder and click View, the Layout option (which should include Details, etc.) is grayed out. There is no way to change the view layout for photo folders. It used to allow me to change the view layout, but as of a month or two ago it quit allowing that. What can I do to get that option back?
