FAT 32 missing

I have WIN 98 loaded in my C drive and WIN XP ( home ) in D drive. Recently I got an error message "Folowing file missing or corrupt"
< WINDOWS ROOT >\SYSTEM 32\hal.dll
On exploring my computer I find that the C drive is empty, all 10 GB of it and FAT 32 is missing. D drive is OK and I am able to use my PC and send this messsge. My C drive contains some useful data and software. Can some one help me to recover the same. An early help is welcome. TKU.

got the error when trying to boot with the C: drive (Win 98)? Also, if the drive is empty, then there's nothing there to boot from? How big is the hard drive initially and how much space is left now?

Dear Mr Sovereign,
At the outset I am sorry for the multiple posts. I am new to any forum.

Regarding SSCVHOST.exe I have active Clamwin antivirus progarm running.

Regarding hal.dll, I will go to the link suhhested by you. I am ot computer savvy and will ahve to get some assistance to carry out the steps indicated in the link.

Regarding FAT 32, the disk management window shows the following details
Volume Layout Type File system Status Cap %free Faulttol
C: Partition Basic Healthy (sys) 9.77GB 100% NO
D: Partition Basic FAT 32 Healthy (Boot) 9.76 9% NO
E: Partition Basic FAT 32 Healthy 4.88 50% No
F: Partition Basic FAT 32 Healthy 12.87 28% NO

I am running Win XP on D drive and got the above disk management details.

Hope this info will suffice. Thank you for your interest in my problems.

the c:-drive is 100% empty and has no file system. So if you think there should be data on it, it's time to try some recovery software like GETDATABACK or ZERO ASSUMPTION RECOVERY. Use google to find them. The demo mode is free, but you'll have to pay to get the working version.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
