Faster video download from Scotland?

I found a download of the recent video of the Loch Ness monster that has received some publicity, at BBC Scotland. When I downloaded the video I was shocked at how quickly the download was completed. The video was a little over two minutes. I am accustomed to a much longer download time with every other domestic video that I have ever downloaded on my dial-up connection. I am running Windows XP on high-end computers. This has prompted me to wonder if Europe knows something that we don't know, or if perhaps the powers that be are intentionally slow so we'll all have to buy high speed cable or some other more expensive alternative. I was using IE 6 and Windows media player 11 to view the download. I guess it could just be a temporary glitch. Go to BBC Scotland and download the most recent (May 2007) Loch Ness monster video that is said to be the best video ever captured of the Loch Ness monster, and see for yourself. Does anyone know anything about this?
